July Riddle of the Month

Here's the riddle for July:

A man brought his sick parrot to the vet to find out what was wrong. After looking the parrot over, the vet said, "I'm sorry, sir, but your parrot is going to die." The man, being very upset at the news, asked, "Are you sure?" The vet replied, "Well, I can double check," and brought out a black lab. The dog sniffed the parrot, and then looked at the man and shook his head. Then the vet brought in a cat, which sniffed the parrot and also shook its head.
"I'm sorry, sir," said the vet, "But your parrot isn't going to make it. That will be two hundred dollars." "What?" cried the man, "Two hundred dollars just to tell me that my parrot is going to die?"

So the question is, why was the vet charging the man so much money?

Here is what I think the answer is: Lab work and a Cat scan? I don't know if that is worded correctly but ummmmmm something like that right?
